Queen Xerxa is an ancestor of Prince Adam from many generations in the past.  Her spirit was kept on Eternia when Skeletors ancestor locked the Time Portal.  Xerxa appeared to Adam at a time when the Portal could be re-opened, and by beating Skeletor to the throne in Grayskull, He-Man successfully opened the portal, allowing Xerxa and her people to finally rest
