The Leader of the Galactic Council was large female. When the Council decided that the war between Primus and the Mutants had continued for too long, she summoned both Master Sebrian and Flogg to Enos, the seat of the Council.

The Leader was taken in by Skeletor's devious plotting - as he made it seem as though the Mutants really did want peace, and the Primans were the aggressors in the war. She gave approval for two different peace envoys to be sent to Primus and Denebria, little knowing that while He-Man lead the Primus envoy to Denebria, Skeletor planned to conquer Primus from within.
