Yes, absolutely. I think $15 is the bare minimum you're going to pay.
I cleared myself on my very first sub shipment, and the duty was only 4 bucks.
As a Canadian, the real savings is in custom fees. With monthly shipping, you pay ~$20/month. With quarterly shipping, you pay ~$25/quarter.

If it's DHL courier, then you'll pick it up at either the DHL depot or the Loomis depot, depending on what you have in your city. If it's DHL Mail, it will be with Canada Post.

DHL's customs charges on Netossa were 12 bucks. On Ram/Jitsu was 16 bucks.
