I think not.. People tend to forget that Keldor is half human so the Gar might look very different from him..

As far as I"m concerned, all blue characters in MOTU are Gars, or can be traced back to the Gars in some fashion or another.

I don't think Tuvar is even originally from Eternia. I also think Gar's are just blue humans. So I voted 'no'.
in my opinion tuvar and baddra are like a mutants.
Baby chicks don't have arms and legs, and humans don't have wings. And BTW, not all humans are "flesh colored".

I was being flippant. Baby chicks have legs. Technically wings are arms and all humans are flesh coloured. You're just assuming I meant they were pinkish.

I don't think he's a Gar. As others have said, he has too many different characteristics to be one. The first is of course the huge fangs, then we have the bone-ridges on his head, and finally his eyes are red and feral-looking.
He almost looks a bit like a Nosferatu or something!
If he is any type of Gar, then he must be hideously deformed, perhaps some type of were-gar or Vampire-Gar or whatever.
I'd say it's like Cronis, he may be blue, but he's from somewhere else entirely.
Perhaps 1/2 Gar, half something else? Keldor also had pointed teeth/fangs, not to the point of Tuvar, but that could also be the Human in Keldor limited the fangs, or the other 1/2 of Tuvar increasing the fang characteristic. That would also account for the ridges on the head. In the commentary for the first episode of the MYP He-Man series they make a special not of Keldor's pointed teeth and call it a Gar characteristic. I think Tuvar definitely has some Gar characteristics and don't think it's too far fetched to think he has some Gar in his blood.
