Near the end of the 200x line we were hit with some wacky repaints. Most were ok in my opinion, but Disco Skeletor was way out there. Now, I think he looked cool. However, it does look like whoever came up with the color scheme just said "Forget it", randomized the colors, and no one bothered to doublecheck before it went into production.
Have we ever been told the story of how they came up with a metallic blue chest and orange face? I really want to know.

We never got an explaination.
The only thing we heard was that Repaint Skeletor, Repaint Tri-Klops, Megapunch He-Man and some other of the later figures were painted as if they wore clothes, because kids in a test group complained the figures to be too naked. IIRC, Jeremy Padawer said so in one of the old org Q&As.

Skeletor adopted the "disco" look around 1978 AG (After Grayskull), when he fronted the nu-disco band "Skeletor and the Evil Warriors." Popular at first, an angry backlash soon followed against their "evil music" from the more conservative members of Eternian society. A newly appointed King Randor, hoping to keep his approval rating high among conservative Eternians, had a mystic wall built in order to keep the offending disco music out.

I read somewhere that with the popularity of test shots (some with miss-matched colored parts) on the rise, the decision was made to offer a sort of mass produced test shot for anyone to be able to buy/own.

I don't remember an official story for this Figure but I know there were a lot of different theories floating around at the time, many of which have already been mentioned here. That Skeletor is all kinds of ugly but I do love it for its individuality!
I also recall this Figure having as many different Names as there were creation theories.
Disco, Acid Trip, Night Rave, ColorBlind, Got Dressed In The Dark, Bling-Bling, Trick-Or-Treat, Fruity Pebbles, Glam Rock & Laundry Day just to list a few.
At the time, I had a tendency to string together as many names as I could remember whenever this Figure would come up in conversation, just for effect.

Yeah, but most 200x characters have some variations on the original look, it could just be an attempt at differentiating him from the movie look and adapting it to the new sculpt. I've no idea. OR, being god would probably make Skeletor so full of himself, blushing would be inevitable.
