It could be, but the look in the comic is pretty much what has been seen before, so the artist didn't really do much original planning.

Or simply try "Red Dragon" with Google search and you have a quite a lot of similar images...
Did the Four Horsemen ever say if Dragoon was the inspiration? If not, I think Draego Man's head looks almost identical to the dragon on that Coloring Book cover. Of course he is probably a 100% original concept from them, I'm just saying it is an eerie similarity.

Great catch, old chum! Someone actually posters this idea in one of the SDCC threads, but it bears repeating. I have that comic to this day! I make copies of the few blank pages to color.I love coloring; my wife and I can sit and color for ages.

Jungle Attack He-Man in Classics!
One of the images if from Dragonlance books, which were rather a big hit. First was released 1984, so I think its likely He-man art was likely inspired by it as those images were widely seen in fantasy at the time.

No offense to Dreago Man, but I think it's kind of silly to have a "Dragon Man" in a world where there are actual Dragons.. I know it's fantasy but it just doesn't make sense. I mean, so we have big, fire breathing dragons and Granymyr(sp), AND a tiny little Dragon Man in comparisson. eh, whatever.
