Was Ram-Man originally designed as a standalone figure or for another Mattel line?

I wonder if Ram-Man was meant to be a kind of one-off gimmick Barbarian figure - like Stretch Armstrong or something - or for another Mattel Line, prior to his full incorporation into the MOTU line and cartoon?

Something just seems so weird about him compared to the other figures - a French friend has even speculated whether he was designed to be a less substantial guard figure released with Castle Grayskull?

The Power & Honor book certainly makes it seem like he was developed for MOTU. You can see he started off as a different looking character with the same gimmick before morphing into the form we know. He is very different, but I think they were just so excited about the action feature they didn't care so much. That's why he got so much new tooling at a time when the line wasn't really doing that (early in the line.)

Likewise, the 2009 SDCC Art Book shows the early prototype sketch of him, as one of the earliest characters being designed for the line.
