A cool idea would be if when he is out of the water he is just regular size, but when he is underwater, he is 3X BIGGER!

Just design, ok but inspired a very cool idea (to me) for a toy!

Don't think Mattel has the rights to that.
Just keep him with 2 arms instead of eight , and you are good to go!
