Most of the ones I've seen done say they've sanded the glue under the hair (not the head itself) & they've looked good so far.
For some time now, i have been dissatisfied with the way that production figures differ slightly from their prototypes. I am parituclarly annoyed when certain characters have hair pieces or headdresses that don't match up with the prototype (ie, He-man, Sorceress). As such, I want to modify some of my figures to better match the Horsemen's original vision and I plan on starting with He-man.

The prototype figure's head piece sit much lower on the head. IMO, it looks much nicer than way.
I was planning to customize the hair piece on my figure to sit lower by sanding it, and I am wondering if anyone has done this before. If so, then do you offer any tips? I am an amateur customizer and don't want to screw things up.

I agree with everything so far. The glue seemed to be the biggest problem since it's very thick and prevents the hair's tab from resting properly in the head's notch. If you scrape the glue off, you may get the fit you want. I'd recommend using a liquid superglue rather than a gel since it's thinner. If you're still not getting the fit you want, trimming down the hair's tab may help, but I'm not positive about that.
My advice is to take your time removing the hair. Heat it, work it loose some, heat again, etc. The hair piece can tear, especially at a corner like where the hair parts in the front. All you really need is patience if the glue on yours is really stubborn. If you really need to start prying it with a tool, be sure not to scrape up the face or any surface that will be showing once the hair's glued back on.
That is easily fixed. Once you manage to separate the hair from the head, use a hand-rotary tool sander, remove any excess glue, and slowly reduce the "connection" area from the head, until the hair fits the way you want it.
A similar situation happened when I wanted to use the Snake Man-at-arms helmet with the regular human head with mustache. Once I separated the new helmet from the "snake" head, I had to reduce the connector area on the head, to make the helmet fit.
