Teela variant ???

I need help with this Teela variant (figure in the middle).
It is the same mold as Taiwan figure, but there is no any markings, not even a "Mattel Inc.".
She has holes in legs which aren't from leg repair since they seems to perfect, and the original rubber is holding the legs.
From which country is she???
Someone seen figures with holes like these?

Is she rare/interesting or it's okay to use it for custom?

I can't find anything about her except these two photos:

But if this is that Jordan Teela on the photos from these links, mine has different head sculpt like Teela Taiwan and the MOC one from the photos has head sculpt like Teela Hong Kong.
