Forgive my ignorance, but is this a custom? I've only ever seen the Laser He-Man with the Dolph head and never with the classic head.

No, not custom, this is Spanish variant of Laser Power He-Man.
The one you know with Dolph head is Italian.
On both variants there is "Italy" marked on the back of the figure, but they were produced in Italy and Spain.

The same goes for laser Light Skeletor, Spanish variant has more reddish color of armor, very intenisive face colors, shorter and differently made cape than Italan laser Light Skeletor.
