I'm pretty sure they have only said they're going to b e at Power Con so far. However, they said they will add more as the year goes on.
Dam i well have to wait until then good thing I live near were power con still be held can't wait!
I asked this over on the Matty forums but no one ever answered. But Mattel wasn't at Wondercon last year and from what they've said (or haven't said) I don't think they'll end up there this year. If they were planning to go I think they would know by now and thus would have mentioned it at Toy Fair.

Mattel also posted something that regional cons could reach out to them to buy Strobo to sell at cons they weren't attending... But at no discount. I wouldn't expect to see him at any convention outside of PowerCon and NYCC.
