My guess for the helmet not being produced for all versions is costs. Maybe Mattel saved some bucks on giving only Stridor a hat. And it added to differentiating both robo-horses as much as possible.

In my opinion, they used the same mold for saving costs, but they made helmet for one so that they would look different. If you look the sculpt...there is already helemt or whatewer it is on the horse/robot...but the removable one is just to make them look different from each other.
In most cases we see Mattel using the same basic mold but just different accessories (or no accessories) to make figures different. (Battle Cat & Panthor, Mer-Man & Stinkor, Beast-Man & Moss-Man, Swift Wind, Storm and all other POP horses, Screech, Zoar & Glory Bird, and not to mention POP ladies which all were made from even less molds than MOTU figures.

Here in Brazil the company that released vintage MOTU line was ESTRELA.
They released Stridor but NEVER did Night Stalker...
But, it was found in Venezuela (Rotoplast) a Night Stalker with purple cap and signed ESTRELA behind the chair...
It seens ESTRELA sold the Stridor's molds to Rotoplast...
