Well, SPOP getting a release would simply depend upon them getting a license to release it. But with that being a Dreamworks production (if I am not mistaken), it is dependent upon Dreamworks' willingness to license it out to another distributor if they do not intended to release the final two seasons on DVD or any of it on Blu-Ray.
The likelyhood of a 200X reissue depends on a few factors. It already had two previous DVD releases. The first was from BCI Eclipse, the company that also originally released the Filmation He-Man and She-Ra series and New Adventures on DVD. But it was technically a separate license for them. The Filmation shows and NA were licensed as a packaging from the then-owners of those series, which was a company called Entertainment Rights if memory serves (they are now owned by Dreamworks). But at the time, I believe Mattel actually owned the 200X series, and that is who it had to be licensed from. At least that is what I seem to recall BCI_Guy saying back when it was first coming out (he is a forum member here who at the time of those releases worked for BCI and was involved with them). I'm going on memory from years ago, so I could be mistaken.
Then after that license had lapsed, Mill Creek picked it up and released the series again. So that IMO becomes the catch-22 of this situation. 200X is a great show IMO, but as it is lesser known in general than the Filmation shows, and since Mill Creek already had the license at one point and put out a DVD set, I'm not sure if they would see value in picking up that license again. I would be more than happy to be wrong about that.
It would be great for those who never bought the previous DVDs (I have both the BCI and Mill Creek releases already), and Mill Creek in particular seems to be more open to releasing shows that they get the rights to on Blu-Ray so long as the masters that they receive are HD to begin with (they don't do any remastering themselves). Which the masters should be in HD from what I recall. While at the time the series was on TV, it was before most people had HDTVs and it aired in 4:3 aspect ratio, the show was made for 16:9 (which is how it was formatted on the previous DVD releases) and was able to be released on HD. When BCI was releases their DVDs, I recall BCI_Guy saying how great the show looks in HD (he had access to the master copies from which the DVDs were made), and at one point BCI was kicking around the idea of a Blu-Ray release. However it never came to be. At the time, it was pretty early on the Blu-Ray format's life, so it would have been more expensive to release on the format then than it is now, and fewer people had adopted it at that point. BCI also went out of business not all that long after, so that certainly didn't help much.
Having said all that, the one silver lining is that with these two new Netflix shows, there is a lot of buzz around the property again. So if there was ever a time for some company (be it Mill Creek or another one entirely) to license the 200X show and release it again, this would be it.
