No, NBCUniversal do not own all of She-Ra.
NBCUniversal was not involved with Masters of the Universe: Revelation or He-Man and the Masters of the Universe, because those series are Mattel productions, based on the toys only.
Theoretically, Mattel could similarly include She-Ra, but because there was a lot of collaboration between Mattel and Filmation in her development, it would be difficult to determine which elements belong exclusively to one party or the other.
It would be much easier for Mattel to simply pay NBCUniversal a license to use Princess of Power in Masters of the Universe: Revolution, but it appears neither option is something in which Mattel is interested.
They do not want to pay for the legal research, and they do not want to pay for a license or share any profit.
I believe they do all own all the She-ra entertainment rights in regard to television. (maybe movies, too?)
Mattel Productions can't make a She-ra show based on She-ra mini comics or toys without NBCUniversal being involved.
However, Mattel can go crazy on the He-man side as long as they are not Filmation versions/likenesses/etc.

Just saw the clip. It was very cool. It's from the same scene shown at SDCC where the heroes battle Scareglow, except this one shows more of the ending. Scareglow steals Fisto's fist and Clamp Champ's clamp and becomes a spider monster to battle He-Man. He-Man fights and beats him, tossing the fist and clamp to Randor. The only other new information was that the series will come out in 2024. Super exciting to finally see some new footage!
That was a lot of painful garbage to wade through to get to that very very short clip.
Wish they would have dropped a specific date, but I guess we'll know everything we need to know soon enough.

so it's pretty much confirmed that Randor dies
I don't want Randor to die, but if we get King He-Man and Queen Teela finally in cartoon form either as part of the main story or a flashforward, I will be happy. I'd prefer Randor just retire, but I know death will be the most likely reason he leaves the crown.
